HOUSE BILL 617

AN ACT TO AMEND SECTION 14 OF THE CHARTER OF THE CITY OF RALEIGH (CHAPTER 1184 OF THE SESSION LAWS OF NORTH CAROLINA, 1949, AS AMENDED) RELATING TO ORDINANCES - VOTE FOR FINAL PASSAGE, AMENDMENT BY ORDINANCE.

The General Assembly of North Carolina do enact:

Section 1. That Section 14 of the Charter of the City of Raleigh (Chapter 1184 of the Session Laws of North Carolina, 1949, as amended) be amended to read as follows:

"Section 14. Ordinances - Vote for Final Passage, Amendment by Ordinance.

No ordinance shall be passed finally on the date on which it is introduced, unless by two-thirds vote of the members of the Council present. No ordinance making a grant, renewal or extension, whatever its kind or nature, of any franchise shall be passed until voted on at two regular meetings of the City Council, and no such grant, renewal or extension shall be made otherwise than by ordinance.

No ordinance or part thereof shall be amended or annulled except by an ordinance adopted in accordance with law."

Sec. 2. All laws and clauses of laws in conflict with this Act are repealed.

Sec. 3. This Act shall be in full force and effective from and after its ratification.
