AN ACT TO AUTHORIZE THE BOARD OF COUNTY COMMISSIONERS OF LINCOLN COUNTY TO MAKE APPROPRIATIONS FOR CERTAIN PUBLIC PURPOSES.

 

The General Assembly of North Carolina do enact:

 

Section 1. Notwithstanding any other provisions of Section 105-213 of the General Statutes of North Carolina relating to the purposes for which intangibles tax allocations may be expended by a county, the Board of County Commissioners of Lincoln County is hereby authorized in its discretion to deposit such intangibles tax allocations in the general fund of the county and to expend such portion of intangibles tax funds for life saving and public safety activities, water and sewer lines for industrial development purposes, public library purposes, county capital improvements, and other public purposes. Appropriations and expenditures by the County Commissioners of Lincoln County for life saving and public safety activities, water and sewer lines for industrial development purposes, public library purposes, and county capital improvements are hereby declared to be for public purposes and necessary expenses and in the public interest and promotive of public welfare, and all appropriations and expenditures herebefore made by the county commissioners for those purposes are hereby validated.

Sec. 2. All laws and clauses of laws in conflict with the provisions of this Act are hereby repealed.

Sec. 3. This Act shall be in full force and effect from and after its ratification.
