AN ACT TO DECLARE IT A MISDEMEANOR FOR ANY PERSON TO STAND, SIT, OR LIE UPON THE HIGHWAY OR STREET IN SUCH A MANNER AS TO IMPEDE THE REGULAR FLOW OF TRAFFIC.

 

The General Assembly of North Carolina do enact:

 

Section 1.  Chapter 20 of the North Carolina General Statutes is hereby amended by adding a new Section to be designated as Section 20-174.1 and to read as follows:

"§ 20-174.1.  Sitting or Lying Upon Highways or Streets Prohibited. (a) No person shall wilfully stand, sit, or lie upon the highway or street in such a manner as to impede the regular flow of traffic.

(b)        Any person convicted of violating this Section shall be punished by fine or imprisonment, or both in the discretion of the court."

Sec. 2.  All laws and clauses of laws in conflict with this Act are hereby repealed.

Sec. 3.  This Act shall be in full force and effect from and after its ratification.
