Section 1. That the Board of Commissioners of Mecklenburg County is authorized in its discretion to lease, in whole or in part, the facilities now maintained by Mecklenburg County as the County Home, to such charitable, public or private institution or to such person, persons, or corporation found by the board to be qualified to operate such facility. Such lease shall be upon such terms and conditions as shall be found by the board of commissioners to be in the best interest of the county; provided, however, that no such lease shall be for a term in excess of five (5) years; provided, further, that upon the expiration of such initial term, such lease or leases may be renewed from time to time, for terms not in excess of five (5) years.

Sec. 2. All laws and clauses of laws in conflict with this Act are hereby repealed.

Sec. 3. This Act shall be in full force and effect from and after its ratification.
